If your vessel is vast, bunded or buried, only has access from the top, and the level varies massively, may we introduce our solution, Deep Heat-er.
That Monster is 3 meters long/deep, 3kW (3 x 1kW elements at 10w/in² for heavy industrial oil) and the top two and a half meters are unheated, so can be out of solution without risk, as only the elements at the bottom are “Hot” (and you could probably touch them at 10w/in², but not for long, eh!), with thermostatic control & cutouts sensing solution temperature way down low, too. Clever, eh!
